These jumpers are rated at 300 volts 5 amps.  Looks like Digikey are showing the wrong specs for their listing.  An "IEC rating" of 33 Vac / 70 Vdc refers to the human safety standard for test leads with exposed contacts.   That rating is low because you "could" touch the metal alligator clip and get a shock.  In my view that is an absurd rating, because these leads are meant to make temporary connection to exposed circuits.  The circuit parts themselves are the risk if energized, not just the test lead.
