looking at the schematic now. Since the lowest resistance is at the 2nd IF plate, check C20C.

we were discussing metallic whiskers that grow on the tuning cap plates which cause shorts a few days ago. One of those gangs has B+ on it if memory serves, That would definitely drag the line down.
