[ARC5] CBY-46145 and BC-946B Update

I would first remove the dial on the radio and then reinstall it back on the radio, but put it on so it reads the correct frequency. No sense in getting into the weeds if you don’t have to.

Yes. It all seems to be "talk radio". Not to my liking.
