Limited operational range sounds similar to restrictions placed on the initial use of VT proximity fuzes. War Dept wouldn't permit their use in ETO cuz duds would land on land and possibly be recovered. First use was in Pacific by USN where duds would fall into the briny deep. From what I've read, first use over land was in the Bulge where the VTs were set to explode in the downward arc at treetop level. (It's early use by Brits against V-1s was over the Channel.)
