 You're right. It's 10%, but certainty not a tight tolerance either..In practice, leaky caps do a lot more to degrade the performance than do  the resistors.Sure , some go out of tolerance and need to be replaced, but not as abundantly as the caps..

A 20% tolerance spec was common in tube equipment (silver band)... If you are looking for perfect readings , it will be hard to find.

The designers were apparently OK with large excursions.

resistors. If you measure a resistor in place it will measure either the 
correct value or less. If it measures higher its bad. Can sometimes save 
some time when trouble shooting. Caps are a different matter and 
generally have to be disconnected to get a valid meaurement.
