[ARC5] OT: NDB DT Rises from the Dead

I don't know when it came back on or why. I rely on the fine folks on
the NDB list, some of which keep track of the comings and goings of various
NDBs. Since I have DT logged several times, it is not on my nightly
"watch list" when I do post processing of my nightly recordings.
I just checked the DFW Sectional and Terminal Area Chart as well as the
Enroute L-17 chart and DT 257 is not shown. DT 257 is the LOM for the
Runway 18 ILS/LOC approach. It is on the ILS/LOC approach plate for
Runway 18, but that is dated 31 Dec 2020. That seems to be the latest
approach procedure I can find for DTO Runway 18; if that's true then the
FAA should still maintain the DT LOM. I checked the NOTAMS for DTO and
nothing is listed for DT as U/S (unserviceable, out of service...)
Usually, a good indication for an NDB (or LOM) to be decommissioned is for
it to be removed from all charts. Usually.
We've seen NDBs get decommissioned suddenly without comment, as is
happening more and more these days. However, some are U/S for a long
time and they come back "from the dead". Sometimes they don't. At
least NavCanada publishes its NAVAID decommissioning list; the FAA
doesn't do that.
