[ARC5] Ideas on Japanese circuit ?

Here is what i had to work with. As you can see, it's pretty much a fun puzzle. 
One cute item is in the transmitter schematic, left, box labeled "A". Up top
at the transmitter antenna connection, there's a neon bulb with one lead to 
the antenna connection and the other lead shorted to the other. Put this item
on a license test and see if they can answer if it's correct or incorrect.
