It turns out I spoke too soon. I do have an answer for #1, that I
uncovered while pawing through the literature pile.

The C-22A control box is a part of the later Type 15, not a part
of the Type 12. It includes a switch for OMNI and VAR/LOC.

It has a OMNI and VAR/LOC switch on it.

It's military nomenclature is C-984/ARN-30.
