I don't have an answer for #1 or #2. But for #3.

The A.R.C. Type 15 is the VOR system, and consisted of an R-13
receiver, a converter to decode the information, racks and etc.

Most of the receivers seen are the R-13B, which looked like the
Type 12 gear, grey, no dial, and a connector where the center of
dial was located.

The earlier versions of the Type 15 used the R-13(no suffix).
For all intents and purposes, it looks like the typical
WWII "ARC-5" family receiver, black wrinkle, dial, and the front
panel socket for the remote or local adapter. They covered 108 to 136
Mc. Same rear panel connector, and pinouts were the same as for the
WWII receivers. I think these were the same as the limited run
of tunable VHF receivers A.R.C. made for the AN/ARC-5.

Having said that, though, I do recall seeing or hearing that some
one figured out how to put a dial on the Type 12 receivers. But no
details come to mind. If it was doable, I imagine it involved some
of cannabiliztion of other sets.
