They don't 'blow' - they simply won't light and conduct at their 
original design voltage level.  It's fairly common with age.  An 
external light (or ionizing radiation source) nearby will help to 
continue their operation, but then you might have problems with that.  
It's easier to simply replace them with a fresh neon.
