Not IMO.  It would have some switch or control for a jamming source.  
Looks like a fairly standard HF transmitter.  Nicely designed, with a MO 
control that looks lifted out of an LM with the coarse reading flipped 
over to the right side.  The mount isn't a standard ARINC aircraft 
mount, but they contracted for some strange things back in the war.  
Your guess is as good as mine.
