I agree. What I meant by "sub-cycle" was only with regard to zero-beating, not the overall 
accuracy of the meter itself at some arbitrary frequency.

It isn't really all that hard to achieve the "sub-cycle" accuracy in zero-beating....unless your 
hearing has been failing.

Thus the simple zero-beat detector shown in the referenced article.
