[ARC5] 28 volt high-current supplies?

I used to run a DY-17 with a 27V switcher and a couple
of batteries.  I had no trouble.  If you can't get it, unloaded,
up to full speed, I'd think the bearings would be suspect,
but it sounds more like shorted turns in the armature.
