I believe the European AM BCB channel spacing is also nine kHz and most import vehicle radios can in setup mode select the channel increment of either nine or ten kHz

In June 1926, however, the Attorney General issued an opinion that the Commerce Department, under the 1912 act, had no power to regulate frequencies of stations, and a number of stations moved to frequencies which they wished to use, regardless of interference to other stations, even taking split channels (frequencies that were not exact multiples of 10 khz). In 1927 the Congress enacted a new Radio Act, creating the Federal Radio Commission, and gave it power to make frequency assignments."

>> So the 10 KHZ channel spacing was established Very Early, first by policy and then by Law. Modern digital AM BCB receivers cannot even tune tighter than 10 KHZ.
