Long ago when Ug the caveman and I were DXing AM broadcast,
I remember there were segments of the band where only local
low-power stations were allowed- we called them "the grave yards."
There were also segments where no U.S. stations were allowed,
to give the poor local Central America and Canada stations
room to breath.  I don't remember which was what, but
perhaps 915KC was in one of those "windows?"
