[ARC5] Resistance Table results my BC454

Hi,
I got an ARC-5 receiver BC454 untouched in terms of wiring.
I've replaced the capacitors, and once it is ready for plug the power I did
the test of the Resistance to ground terminals
Please check the pic attached.
Almost all of them are OK, but those they should mesure14.000 Ohms, they
are lower. I checked twice everything, change lamps VTs, for different
ones.But not matter what  I do, it notpossible to reach the 14K Ohms or
close to it.
Any idea to help, please?
