Thank you all… it does work for normal use, but seems to be a civilian accessory…

I have a tuning knob on a command set that looks exactly like that one.  It clearly is a production item, but made out of easily available and workable materials.  I have always assumed that Fair Radio or some other big surplus outfit had some made up.  The real military tuning knobs are much lighter, as you might expect for an aircraft item.
