I think I understand how the Coast Guard 100 foot cutter powered its Command Sets. 
The ship was either  12 or 32 volts DC. I recalled I have a couple Pan American Radio
( PAR ), Seattle, old 2 MHz boat radios which used the Command Set modulator base
and original dynamotor, but on 32 volts. That would have been done by a dropping
resistor to lose the 8 volts.
That of course does not clarify the Jeep radios setup, but I wager you can forget any
modifications of the radios.
