After the Peruvian submarine Pacocha sunk in 1988 after a collision,
the trapped sailors used some kind of "tube" to release messages which arose to the
surface. Nothing more advanced. This was a U.S. surplus submarine.
A friend of mine asked me, "Why does Peru' need submarines?"
My only answer is, it makes them feel good. 
I am always surprised when I read about all the various smaller powers that need 
submarines. Even Singapore.
