[ARC5] SCR-578 manual oddity

Here is an oddity I discovered in looking at the manual AN 08-10-94, 
Radio Set SCR-578. The 500 kHz - only, "Gibson Girl" lifeboat transmitter.
Comparing the 1942 and 1943 editions, the '43 has the people in the 
photos with their facial features retouched, blotted, so they're not 
recognizable. Why, I wonder? The photographed people were unlikely
to be at the front and fall into the hands of the Japanese, the only 
folks so benighted they might suspect the person had some secret knowledge.
