As for transmitting on the longwave frequencies, a manual I have on WWII B-29 operations explains that the LF and MF capabilities of the ART-13 were used to enable aircraft home in on LF/MF equipped aircraft for rendezvous purposes.  All of the B-29's had radio direction finder capabilities for the LF/MF frequencies and a limited number had the transmission capabilities.  This could be used to aid navigation as well as rescue of downed aircrew.
