Did you see my posts about the probable area to check? Look in the vicinity where the resistance is the least!All of the other reading are low due to one fault. find and remove that fault and all the others will be ok.
It is obviously a resistive short in the plate B+ line from the numbers you showed us.

You didn't say how you 'checked' the tubes nor how you checked the
resistors and capacitors. You also said "more or less" about the
resistors. They are either in spec or out. Try pulling tubes and measure
again with the empty tube sockets.
Wandering around in the radio with a hot soldering iron and solder can
get a small (sometimes quite large) bit of solder in a bad place. Look
for something like that. If you don't see something obvious you will
have isolate various parts of the radio to find the fault. It's an
ancient technique of "divide and conquer". Good luck to you with your
project. When you get it all working it will be worth the effort:)
