Re SX-28:
FWIW the Radio Intelligence Division (under George Sterling) was an FCC
operation. The FCC used the SX-28 almost exclusively as its HF intercept,
DF and monitoring radio. There are photos of banks of them in the FBIS
operation -- FCC Foreign Broadcast Intelligence Service.

The SX-28 was a top-of-the-line radio, and cost-effective for government
use.
