Hi, Steve.
First- what freq are you using?
How did you neutralize the PA?
Did you check the Neutralizing
coil to make sure it's not open?
I can show you were to check and
how to fix it.
It is very easy to double in the final of
the rig, or have a high-freq parasitic,
which will result in high VSWR reading
of your dipole.

Second- If using them,
ditch all those complex antenna
matching circuits which eat power and
often result in mis-tuning.  You need one
fixed capacitor.  That's all.  My set gets
full rate power out and I regularly check
into local nets when conditions permit QRP.
100 pFd for 80/75, 50 pFd for 40 or 30.

Next:
Are you using the original tube line-up
or substitutes?  I can tell you the correct
antenna tap for 50-ohms but it depends
on if your using originals or something
like 6AQ5s.
