[ARC5] ARC-type-12: Easy FM for the T-13

If you ever wanted to play with FM
using the type-12 transmitters,
just swap these two wires- pins
3 and 4 of T402.  You're
exchanging the modulated and un-
modulated B+ between
the PA and the Osc.
