I pulled one radio from a P-3A, the other was pulled from a T-2 Buckeye, a jet transition trainer. I need to check what crystals were installed in the two respective radios, that should give a clue as to the use case.

Well, I think that settles it then. Jack Antonio's surmise has to be right on. The Navy needed a low - HF voice radio to coordinate with marine radio stations.
