[ARC5] Bias cell voltage/s

These were mercury cells. A single cell is about 1.35V Some
bias batteries were stacks of single cells. The advantage of
mercury cells is that the voltage is very constant with age and
exhaustion. I believe they are also quiet. For other kinds of
cells or batteries its sometimes a good idea to use bypass
capacitors to reduced noise.
