[ARC5] Use of a Variac

My ZM-11 test bridge does a great job both testing and reforming caps.  
It is inherently current-limiting and can test caps from 10 to 600V.  
There are three pieces of test equipment I simply must have to do decent 
bench work:  a good scope, a good multimeter and a ZM-11.
