Dave,
Even more odd, is tha according to the schematic , it appears that that the relay coil is on all the time , perpetually in transmit. There is no PTT or other relay contact in series.
The common config in that era was the tx relay was tied to the heaters hot side and the other side of the coil was grounded by the PTT switch.
How does PTT work on this radio? They aren't running 120 VAC though the mike, are they????

Yes; it has a vibro-pack so the receiver can be used with just the mobile 12-volt battery supply. One started the little PE-108 generator to get the Transmitter high-voltage.
I think one of the members probably got it right; the 12 VDC relay physically looks just like the original 115VAC relay. Some field tech went to change the relay and installed the wrong one. Must have been a common mistake because I've seen it before. Once the 12V relay was in, when the radio was keyed, the "new" relay buzzed louder than hair clippers. That's when the radio went on the "look at me one of these days" shelf and thence, out to surplus. I'd bet coffee and donuts that's what happened. The 12 VDC and 115 VAC relays look identical except for the rating printed on the side of the coil.

Dave, I used your book to trace it back, and sure enough , pins F and K are shown as "AC line" on the interconnect diagram ( page 20 or the book). PL2 ultimately connects to PL6 of the power supply. Obviously you have found an ancient error in this schematic . Otherwise it doesn't compute.
The thing has a vibrator too?
