 OUCH. 
Those  look like HV rf burns. I have seen burns that look  like that from TV flyback arcs into a person's finger. Yes, very painful and they go deep to the bone , so they are slow to heal.The guy whose wounds I saw did eventually have a full recovery with no lasting damage though.
Beyond waiting for bleeders to do their job after the set is powered down, I also go in with a crude "lightening stick" ,which consists of a 25 ohm 10 watt wirewound resistor, with a ground lead and tap all the hot spots for few seconds each. 
What if the bleeders were open? ASSUME NOTHING!
