[ARC5] Purpose For Scott Receivers

This receiver is shown in the MacKay console in the "Radio
Manual" 4th edition, Sterling and Monroe. It also shows the
Radiomarine consol. There are schematics and partial instructions
for receivers and transmitters in both consoles.
