The “SC” means Signal Corps  (or in some cases Supply Corps).  The letter at the bottom (or sometimes number) probably somehow identifies the local command.  And the number in the middle identifies the QA who stamped it.  If the practice in the Signal Corps in 1944 was the same as it was in USN in the 1970’s, 1980’s and 1990’s, the cost of the stamps came out of the local unit’s budget.  So when the QA rotated out, his or her replacement got the number and the stamp.  So good luck finding out who “701” was!
