one of the "dead giveaways" of a bad cap on capacitance meter is when the .01 uf reads as .05 because it is "fooled "by the leakage . The leakage test only confirms it.

You can hook up a digital meter on the volts setting in series with the cap. The leakage after full charge up can be read directly from, for example, one of the cheap 1 megohm input Harbor Freight meters. Every volt on that meter is one microamp of current.
