 one of the "dead giveaways" of a bad cap on capacitance meter is when the .01 uf reads as .05 because it is "fooled "by the leakage . The leakage test only confirms it.

The leakage after full charge up can be read directly from, for example, one of the cheap 1 megohm input Harbor Freight meters.  Every volt on that meter is one microamp of current. Relative to caps leakage as described by Robert Downs is it feasible to simply hook a miliammeter in series with a DC power source and measure that leakage?   I think I will give it a try this morning.
