    Yes. A milliampmeter and DC supply work fine and are what is 
used in cap checkers. An ohm meter will also work but most don't 
apply enough voltage to see the leakage in many capacitors. Note 
that electrolytics will always have a little leakage, I don't 
remember what the cut off is for it. Other types should have 
essentially no detectable leakage.
    A lot of people are very concerned with ESR or dissipation 
factor but a cap can have acceptably low ESR and still be leaky, 
you must test for both.
