[ARC5] [Milsurplus] Strange signal on ~3595 kHz

The KiWi Web SDRs now have an app that permits you to DF a signal using several GPS clocked SDRs. A few weeks ago, a number of users DFed take source of an extremely wide and strong source of broadband interference centered on 3900 kHz that persisted for most of a weekend to a location in State College PA. Several complaints and the results of the DFing were filed with the FCC. At about 0900 on the Monday after the weekend, the interference abruptly stopped and has not returned. To
my knowledge, the source of the interference has not been identified. There is speculation is that the FCC , between tithe DFing provided by the KiWi SDR users, and their own DFing, knew exactly what the source was, and either a phone call or email was sent first thing Monday morning shut it down NOW.
Aside from the KiWi DF procedure, one could simply check a number of the many WebSDRs now accessible world-wide to determine what ones receive it best or not at
all to get a general sense of the location of the source.
