[ARC5] Strange signal on ~3595 kHz

A friend sent me a recording of a CW signal he has been hearing on around 3595 kHz. The 
speed is about 20 WPM. A station is sending:

"V 3JWV 3JWV 3JWV DE QH4P QH4P QH4P", then repeating after a short pause.

My friend has heard this regularly for some time now. If it is important, I can find out from 
him what times of the day it appears, but I believe it is usually in the morning.

I did an internet search for the two calls and nothing comes up.

Might anyone here know anything about this, or recognize the calls, or the TYPE of call?

>From my reading, neither call are in the list of International calls.

I suspect some military or clandestine station, or some one fooling around.

My friend lives in Oregon near the Tektronix business. He used to work there.

Anyone?
