[ARC5] Acceptable warmup time for SCR-274N, BC-455-A

The leaky bathtub caps should have very little effect on B+ stability as they will be in the ~100K range as a load and that stabilizes in under a minute. The tubes are still in their own warm up phase. Even real leaky caps will/should not pull down any PS worth its salt.
