The original concept called for all ground based aviation navaids to be replace with GPS.  The FAA has modified this considerably and now is going to keep most of the VORs, probably to make sure that the FAA employees and contractors who maintain them still have jobs.

Many years ago the FAA allowed NDB's to be taken over by local municipalities and airport authorites.  We had one local NDB that the airport authority took over. The one at the local airport a mile or two away from my home quit years ago, although I think it is still sitting there.

No doubt that amateur maintenance of the NDB's would not be able to ensure they meet the standards required for aviation navigation.  

I wonder what is going to happen with the 200 KHZ - 400 KHZ beacon band?  Since all other countries are not shutting down their NDB's I don't guess we can reassign the band to other uses.  In any case, I think all current ADF's are capable of tuning in the AM broadcast band.
