No. 

That is simply a Canadian rebuild post-WWII. I have had at least 4 receivers modified that 
way. Normally there is a black metal plate mounted on one side of the cover with some 
other info on it Something like "Modification B-2" as I remember it.

I don't remember the name of the Canadian company which did that.

The cap are monted on phenolic board at an angle.

I do find the aluminum-painted dial to be interesting. I have not seen that before.

I also haven't seen that tuning shaft before either.
