That accounts only for the dial & nut. The other small details that weren't covered with paint aren't accounted for by that action. I think the little details in the pictures imply it was not just given a quick spray paint. If it was painted, it was done with some care. Only the person who gets it can be 100% sure, I suppose.

If it was just a spray paint job, why no paint on some of the face screws, the cursor for the dial (both upper & lower extensions), the dial retention nut or the little cone dealies that engaged the mounting plate? Also, it looks like white aluminum corrosion on the surface, would that be visible if there was a coat of paint?
Another oddity (to me) isn't there something unusual about the tuning shaft collar & stem? That's not what I'm used to seeing.
