[ARC5] Reforming Electrolytics attached as PDF

I've been evaluating electrolytic caps by applying a charge and then noting the results.  If it has neither a short circuit nor the electrical characteristics of a pine 2X4, I have to assess the decay rate.

Now, my question is:  If a cap has what appears to be a relatively high discharge rate, at a charge level of, say, 250 VDC for a 450 VDC rated cap, can we expect it to perform more satisfactory at a lower voltage, perhaps at 100 VDC or 50 VDC?
