Yes, but remember, all of that WWII war-time equipment was expected to be expendable.

The fact that some of us are using the stuff +70 years after their manufacture was never, 
ever, envisioned by the designers.

Therefore, filament inrush was never considered a problem. The equipment was expected to 
be gone long before now.
