This is the first rule for doctors; "First, do no harm".
But, there is a difference between making a radio "play" and
making it work well. For much military gear the quality of
performance was very good when new. In some cases, such as
leaking caps, the future damage may make the equipment impossible
to repair.
Although I agree with doing what is practical and not going
overboard (I consider restuffing caps going overboard) leaving
old parts in place without careful checking can result in
considerable damage later.
