Yes, very much so. And the market often depends upon what you have to sell. There is no doubt that different groups of people can have vastly different concepts of perceived value. Some years ago, I wasted part of a rainy evening making a list of the various collector groups for the very broad swath of electrical communications equipment, and their probable concept of a fair value for items within their broadly defined area (but more specific than just the blanket "Milsurplus"). Then I plugged in a number between +1.0 and -0.5 for my opinion of what an average individual in each group would be willing to pay. The -0.5 was for a group who would be expecting to be paid to take something plus reimbursed for all of their expenses pertaining to taking possession of it. I called the list the "cheapness factor". I of course never published the list, because those individuals in the below zero area would get all huffy and PO'd. And I have friends who would fall from one end of the scale to the other. I can't, 20+ years on, say that the list has changed much. But the number of people who would fall into various parts of the list has.

Depends on who your market is. Military Vehicle Owners still pay good money for working radios. A friend of mind just sold his working BC-1306 ( just the bare bones vehicle set up, no remotes or any of the off vehicle accessories) for $2000. Ive seen just the transceivers alone, sometimes missing the cages protecting the controls, untested, no power supplies, go for $900. So it really depends on your market.
