For what this is worth (not much, probably) the U.S. Coast Guard had plans some time ago
to use the old 600 meter band for ground-based GPS systems.
They never got any funding for it, although they did build and install a couple of such
systems.
I know this because this issue came up when I was trying to get 600 meters for use by
hams. I started that process over 20 years ago.
Personally, I think it is a big mistake to put all our navigation eggs in one basket.
