True, that, but it's obvious that when the two are near equal signal strength, it is obvious to anyone else listening and some third party will inevitably call out "two at once" or something similar to start a solution.

Experience with police radio on VHF is that if two mobile
stations get on at once both can be blocked. While FM tends to
favor the stronger signal (called capture ratio) its a mess when
they are close to the same strength.
