[ARC5] R-27 alignment

Brian is right on, John - the on-line alignment versions of NAVWEPS
16-30ARC5-501 seem to be nice scans that have been cleaned up with
automatic word processing tools and there are conversion artifacts in
them. You might do better with one of the ARC-5 HF manuals like AN
16-30ARC5-2. Here is the relevant information from Chapter 5.
