[ARC5] value of art-13 LF VFO

I've got one in my ART-13 Hope Chest (hope I'll have the skill to 
restore an autotune rig!) but I'm curious what the original purpose 
was.   I realize it was obviously to give the aircraft the ability to 
transmit on the low and medium frequency bands, but what was the reason 
for doing so?    It's not easy to get a decent amount of ERP with short, 
loaded antennas on those frequencies, but maybe they didn't need to 
communicate very far.   Perhaps it was for stealth purposes to minimize 
the chance for interception since the LF signals wouldn't "skip" like HF 
did...?
