[ARC5] NIST FY 2019 Budget Would Eliminate WWV and WWVH

Some of you may rely on WWV or WWVH for precise time signals or for 
frequency calibration of mil and ham gear.


According to the NIST website, we as a community may lose this service 
due to a proposed budget cut for FY 2019.
