[ARC5] What is in this photo?

Warning keep in upright position
......not..................... exposed
to heat such as radiator or sun

There are two of these units - the one in the rear has the front panel
facing us - it appears to have a Bureau of Ships USN equipment tag.
The "inverted-J"-shaped panel fits into the case where there are also two
other compartments.
One of these compartment is full of a long bundle of wire.
Where is the power supply?

I like the beacon transmitter suggestions - the metal tube might be a 6L6
and there may be a glass tube with plate cap beside it - perhaps a 5933
(the compact 807). The motor appears to turn switch cam wheels - unclear if
they are just square wave or have code figures,

The tapped coil is puzzling - that is a pretty large range of L?
What is the white rectangular unit near the coil - a heater compartment for
a crystal? or ??

Haven't found it in any of my USN equipment catalogs yet....
